After six months of Governor’s Rule in Jammu & Kashmir, President’s Rule was finally imposed in J&K which came into force starting Thursday, December 19, 2018. President’s Rule has been imposed on a State after 22 years in India, which makes it a big event in itself. Jammu & Kashmir was placed under Governor’s Rule on June 20th after the support from BJP to PDP government (led by Mehbooba Mufti) was withdrawn. The proclamation was signed by President Ram Nath Kovind yesterday, to impose the Central rule in the State.

Jammu and Kashmir Governor Satya Pal Malik had sent a report recommending the imposition of President’s Rule in the State. The report was considered and President’s Rule was successfully imposed in J & K by The Union Cabinet headed by Prime Minister Narendra Modi.

The State’s Assembly election was held in five phases in December 2014.  In the Assembly election,


  1. People’s Democratic Party (PDP) – 28 Seats
  2. Bharatiya Janata Party (BJP) – 25 Seats
  3. National Congress (NC) – 15 Seats.



Why was the Governor’s Rule Mandatory for J&K?


  •  Under the Article 92 of the Jammu and Kashmir Constitution, in case of States having separate constitution, it is mandatory to impose six months of Governor’s rule before coming on to the final stage of imposition of President’s Rule.
  • Under Governor’s Rule, all the legislature powers are vested with the Governor.


Why is the President’s Rule Imposed on J&K?


  • The support from BJP to PDP government, led by Mehbooba Mufti, was withdrawn.
  • The Governor of Jammu & Kashmir had dissolved the Assembly, considering the horse trading and lack of stability towards the formation of a government.
