Eligibility Criteria

1. Nationality

The candidate must be a citizen of India.

2. Educational Qualification

The candidate must possess a Bachelor’s Degree or its equivalent from a recognized University.

A candidate who has appeared in an examination, the passing of which would render him/her eligible to appear in this examination, but whose result has not yet been declared, may also apply.

A candidate who intends to appear in such a qualifying examination may also apply, provided the qualifying examination is completed before the commencement of the examination. Such admission shall be provisional and subject to production of proof of passing the qualifying examination within the prescribed period.

Candidates who have passed the final professional M.B.B.S. or equivalent Medical Examination but have not completed their internship at the time of application may also be provisionally admitted, subject to the conditions mentioned in the official advertisement.

Important: The onus of proving that the candidate has acquired the requisite degree/essential qualification by the stipulated date shall be on the candidate.

Age Limit

For the HPAS Combined Competitive Examination-2026, a candidate must:

  • Have attained the age of 21 years; and
  • Must not have attained the age of 35 years on or before 01 January 2026.

Age Relaxation

The upper age limit is relaxable by 5 years for candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, Persons with Disabilities and Children/Grand Children of Freedom Fighters of Himachal Pradesh, as declared by the Government from time to time, only if a post is reserved for the respective category.

Age relaxation for Ex-Servicemen of Himachal Pradesh and Government employees shall be available as per the applicable Government rules and instructions mentioned in the official advertisement.

Note: The five-year relaxation is admissible only to Bonafide SC/ST/OBC/WFF/PwD candidates of Himachal Pradesh where applicable and where a post is reserved for the respective category.

Uniform Fee for All Candidates

A uniform examination fee of ₹600/- shall be charged from all candidates irrespective of category.

The examination fee once paid shall not be refunded under any circumstances and cannot be held in reserve for any other examination or selection.

Preliminary Examination Pattern

The Preliminary Examination consists of two objective-type papers. Each paper carries 200 marks.

Negative Marking: For every incorrect answer, one-third of the marks assigned to that question will be deducted. More than one answer marked for a question will also be treated as an incorrect answer. No penalty will be imposed for unanswered questions.

Important Preliminary Examination Rules

  • The Preliminary Examination is only a screening test.
  • Preliminary marks will not be counted for final merit.
  • Aptitude Test (Paper-II) is qualifying with a minimum of 33% marks.
  • Merit for admission to the Main Examination will be based on General Studies (Paper-I), subject to qualifying Paper-II.
  • A candidate must appear in both papers of the Preliminary Examination.
  • A candidate scoring zero or negative marks in General Studies (Paper-I) will not be considered qualified.
  • The number of candidates admitted to the Main Examination will be approximately 20 times the total number of vacancies.

Main Examination Pattern

The Main Examination consists of compulsory papers and one optional subject. The candidate has to select one optional subject from the subjects prescribed by the Commission.

Main Examination Qualifying Criteria: Candidates must obtain at least 40% marks in each compulsory English and Hindi paper and 45% marks in aggregate, excluding the compulsory English and Hindi papers.

All Main Examination papers are of three hours duration. The standards and contents of general papers are broadly similar to Degree-level examinations, while compulsory English and Hindi papers are of 10+2 level.

The marks obtained in compulsory English and Hindi will not be counted for overall ranking, although qualifying marks in both papers are mandatory.

Personality Test / Interview

Candidates qualifying the Main Examination on the basis of merit will be called for the Personality Test.

The Personality Test is intended to assess the candidate's suitability for the services/posts for which he/she has applied. The Commission may assess intellectual qualities, social traits, current affairs awareness, knowledge of Himachal Pradesh, mental alertness, critical powers of assimilation, logical exposition, balance of judgement, leadership ability and intellectual and moral integrity.

Final Merit: Final ranking will be determined on the basis of marks obtained in the Main Examination and Personality Test. Preliminary Examination marks will not be counted for final merit.

How to Apply Online for HPPSC HPAS 2026

Eligible candidates are required to submit their applications online only through the official HPPSC website.

  1. Visit the official website of the Himachal Pradesh Public Service Commission.
  2. Click on the “Apply Online” link on the Home Page.
  3. Select “One Time Registration (OTR) for Examinations”.
  4. If not already registered, complete the New Registration process and create your profile.
  5. Login to the OTR account.
  6. The list of live advertisements will be displayed on the dashboard.
  7. Select the HPAS Combined Competitive Examination-2026 advertisement and apply online.
  8. Upload all requisite documents as prescribed in the advertisement.
  9. Carefully check the preview of all uploaded documents before final submission.
  10. Pay the prescribed examination fee of ₹600/- through the available online payment modes.
  11. Submit the application and keep a copy of the submitted application and fee receipt for future reference.
Important: An online application will be considered successfully submitted only after the fee payment has been acknowledged and the fee has been credited to the Commission's account.

Once submitted, the Online Recruitment Application will generally not be allowed to be changed except for category change as per the applicable provisions of the H.P. PSC rules.

Important Instructions for Candidates

  • Applications through any mode other than the prescribed online mode will not be accepted.
  • Candidates must carefully enter their Date of Birth as recorded in the Matriculation/Secondary Examination Certificate or equivalent certificate.
  • Once a Date of Birth has been claimed and entered in Commission records, subsequent change will not normally be allowed.
  • Government employees must inform their Head of Office/Department regarding their application as prescribed.
  • Candidates should carefully select their examination centre while filling out the application form.
  • More than one application giving different examination centres will not be accepted. Where multiple applications are submitted, the last application may be treated as the final application as per the advertisement provisions.
  • In case of bilingual papers, if there is any difference between the English and Hindi versions of a question or answer option, the English version shall be treated as correct and final.
  • Entry to the examination premises will be closed 30 minutes before commencement of the examination.

Examination Centre

If a large number of candidates apply for the Preliminary Examination, the examination may also be conducted at the Sub-Divisional level in Himachal Pradesh.

The Commission will have discretion regarding allotment and establishment of examination centres at District Headquarters or Sub-Divisional level.

If the number of candidates opting for a particular District Headquarters/Sub-Division is less than 100, the Commission may close that centre and allot the candidate another examination centre according to the second choice.
